Delegates from Rotary's 532 districts met in Chicago 21-26 April for the 2013 Council on Legislation, a triennial assembly to propose and debate changes to the policies governing Rotary International and its member clubs. During the week, the Council voted to increase per capita dues by US$1, to change the name of the Fifth Avenue of Service to Youth Service, to remove limits on the number of e-clubs per district, and to allow participation in service projects to be counted toward club attendance requirements.
